Sold Down the River

In November 1986, the Columbia River Gorge National Scenic Area Act was signed into law by President Ronald Reagan. It transformed the nature of land use and development in the Columbia River Gorge, and signaled a shift in policy surrounding the area. In this Wall Street Journal article from the bill’s time of passage, the authors express skepticism about the Act, the ramifications for the Constitution, and issues regarding mixed jurisdiction. The newspaper clipping came from a collection of clippings in the Helen A. Stafford Papers. Stafford was the first woman biology professor at Reed and taught at the college from 1954 to 1987.
